That very handsome man looks a lot like Mark R Guglielmo who moved to San Francisco just a year later and became A SFPD officer. Roy Cohn was
known to fly out to San Francisco to see a boyfriend named Mark who had moved from New York. He was a super hot guy and very nice and down to earth, his voice was so sexy and he was just a perfect pyisical specimen. Unfortuanatly he died of AIDS in 1993. His picutre is in his SFPD obituary.

Are they sure the picture isn't new years eve 1982-83. That looks exactly like Philip from Dallas. But all of Roy's boys looked alike. When Roy traveled he would tell the hotel staff that his son was meeting him later. Since they looked alike, no one questioned it.
